ITC Hub

An International Transfer Certificate, commonly referred to in football as an ITC, is a certificate provided from one national association to another in order to facilitate the transfer of a player between different countries.

An ITC is required for any player aged 10 years or older who is registering to play football in Australia and their most recent registration was overseas.

An ITC is also required for any players aged 10-17 years old who is registering to play football for the first time in Australia and is not an Australian citizen.

ITCs are a FIFA requirement and are used to ensure that players are not under contract or suspended.  FIFA has set up rules specific to minor players (aged 10 and 17 years old) to ensure they are not being moved internationally for football related reasons and to strengthen the global protection of minors.

How do I know if I need an ITC?

There are 4 different types of ITCs. These are:

  • ITCs for professional adults;
  • ITCs for amateur adults;
  • ITCs for minors; and
  • ITCs for futsal.

If your most recent registration was overseas, you will need to speak to your new Australian club about obtaining an ITC. If your most recent registration was in Australia, or you have never played before, you do not need an ITC to complete your new registration.

The only exception is for minor players. Players aged 10-17 years old are required to go through the ITC process if they are registering for the first time and never registered before, and are not an Australian citizen.

How do I know what I need to submit to my club?

Players who require an ITC and are aged 18 or older will be required to provide a copy of their passport to their club. This is the only document that is required.

Minor player ITC applications differ to adult ITC applications, and FIFA has different document requirements.

For a minor application, the documentation required will be a 'Minor ITC application & declaration form'.

Please click here for a copy of the 'Minor ITC application & declaration form'.

Once you have completed this form, you will need to submit additional documentation, depending on your status as a player. Please click on one of the following coloured forms to see what documents are required by FIFA to submit your minor player ITC application.

Blue Form – International move of both of the player’s biological parents

Purple Form – International move of one of the player’s biological parents

Green Form – International move of none of the player’s biological parents

Orange Form – The player has lived continuously for the last 5 years in Australia prior to the request

Red Form – The player is undertaking an academic study program in Australia

Aqua Form – The player is moving for humanitarian reasons

If you do not know if you need an ITC or what form a minor player falls under, please use the following interactive flow chart:

Professional Players and Clubs

ITCs for professional players or amateur players in professional competitions must be completed in 1 of 2 yearly professional registration windows.

These ITCs must be submitted by the clubs into FIFA’s Transfer Matching System (FIFA TMS).

If a club requires a FIFA TMS user account, please email the following details to dtmssupport@footballaustralia.com.au:

  • User’s full name;
  • user’s title/role at the club
  • user’s email address (FIFA does not allow shared club inboxes to be used as log-ins); and
  • a copy of the user’s passport or another form of government-issued ID.

Please note that Football Australia must submit your user account to FIFA for approval and FIFA can take 24-48 hours to approve the user requests.

If you are a professional player or professional club and need assistance, please contact your relevant Member Federation or click here to access Football Australia’s Transfer User Guide.
